On Jan. 28, 2014, the City of Carlsbad added funding for Barrio street lighting. More than a decade later, the poles are up and the wiring is in. The city's Oct. 8, 2026 City Manager's Update says the lights will be switched on "in the coming weeks." The same update says the rebuilt Monroe Street Pool is nearly finished and a reopening date is coming soon. Roosevelt Street got its new grocery in late June, when Barons Market opened. The store is at 2800 Roosevelt St.
Each of these three projects ran on its own timeline, and each one slipped. The grocery arrived first, and the lights and the pool are close behind it this fall. Many of the Barrio's best-known businesses already do most of their trade in the afternoon and evening. This fall, the sidewalks, the grocery and the pool are catching up to them.
Project | Earlier expectation | Status as of Oct. 12, 2026 |
|---|---|---|
Barrio pedestrian lighting | Funding added in 2014. Construction expected to start "late 2025" | 100+ lights installed. City expects to switch them on in the coming weeks |
Monroe Street Pool | Reopening expected "early fall 2026" | Plastered and filled. Final testing, gas work and county approval still pending |
Barons Market, 2800 Roosevelt St. | Reported in 2024 as opening by early 2025 | Opened with a grand-opening weekend June 27–28, 2026 |
A 2014 Line Item, Finally Wired
The lighting project is the quietest of the three, but it changes the most about the street after dark. The city says it has installed more than 100 pedestrian lights across the Barrio, specifically to light the sidewalks for people walking at night. These aren't more streetlights. The fixtures sit on poles about 17 feet tall and are modeled on the lights already in the Village. They give off warmer, softer light than the existing streetlights, and they're energy efficient. The city says it chose locations based on community feedback, technical analysis and where power connections were available.
The project's paper trail goes back a long way. According to the city's project page, lighting was written into the Village and Barrio Master Plan approved on July 24, 2018, and the City Council heard a status update in 2019. In 2022, The Coast News reported $5 million in federal funding for the Barrio lights and for traffic circles. The council approved the construction contract on Sept. 23, 2025. At the time, the city expected work to begin in late 2025. A Jan. 8, 2026 city update put lighting first in line among that year's Barrio projects.
The project page said the lights would be powered in October 2026. The city's Oct. 8 update still says "in the coming weeks." As of this writing, no source confirms they've been switched on.
The Barrio Runs on an Afternoon Clock
Lighting matters because so much of the Barrio is open after the sun goes down. If you list its businesses by posted hours, the day starts early and ends late:
- 8 a.m. Café Topes opens at 3091 Roosevelt St. for specialty coffee, breakfast and lunch specials, Tuesday through Sunday. Barons Market opens at the same hour, every day except holidays.
- 2 p.m. Café Topes closes. The same hour, Little Victory Wine Bar opens at 505 Oak Ave. with natural wines and small plates, Wednesday through Sunday until 10 p.m.
- 3 to 5:30 p.m. Happy hour at Costa Azul Winery, 3195 Tyler St., with tastings, bottles and cheese and charcuterie. It runs every day except Tuesday, when the winery is closed.
- Evening. Napatini Wine Bar at 3088 State St. describes a "new chapter" with Chef Hugo Monterrosa and seasonal California plates.
- 9 p.m. Barons Market closes.
Lola's Deli at 3292 Roosevelt St. is the Barrio's anchor for homemade Mexican food. The Carlsbad Village Association lists it in the Barrio since 1944. Visit Carlsbad's history dates the family's purchase of the original grocery to 1943. Visit Carlsbad also lists the Carlsbad Barrio & Museum next door at 3304 Roosevelt St.
Barons changes the errand side of this map. The store calls itself a neighborhood grocery focused on organic, natural and specialty foods. With 13 hours of daily operation on Roosevelt, it gives the street a reason to stay busy well after the coffee crowd has gone home. The Coast News first reported the store in July 2024, expecting it to open by early 2025. The Village Association announced preview shopping on June 25–26, 2026, followed by the grand opening.
Until now, these evening hours have run along sidewalks lit only by standard streetlights. The new pedestrian fixtures were built for exactly this stretch of the day.
A Pool Rebuilt Around Its Neighbors
The Monroe Street Pool was built in 1982. It closed in March 2025 for a full reconstruction. According to the city's closure notice, an unexpected equipment failure shut it down a few days before the planned March 30 closing date. Alga Norte Aquatic Center kept running swim programs during the closure.
The new design is bigger in some ways and quieter in others, and several of its features are aimed at the homes around it. The project page lists:
- A reconfigured pool with 50% more lanes.
- An 8-foot wall with metal gates along Monroe Street to cut noise for the surrounding neighborhood.
- A larger parking lot, plus a separate service entrance so equipment vehicles don't take up parking spaces.
- An outdoor entrance that bypasses the locker rooms, plus new family restrooms.
- A meeting room that can host small gatherings like birthday parties.
- New solar water heating and rooftop solar panels that generate electricity.
The city's Oct. 2 update says the pool has been plastered and filled. The remaining work is water and equipment testing, the solar thermal panels, restroom fixtures, and paving and striping the new parking lot. Two of those steps depend on other agencies: gas work coordinated with SDG&E, and final inspection by the County Public Health Department. The city says some work may continue in limited areas after reopening without affecting public use.
Swimmers checking schedules will find the city's pool calendars page still describes Monroe as closed through summer 2026, with September and October calendars posted for Alga Norte only. For now, Alga Norte calendars are the ones to use, until Monroe has a date.
Where the Barrio's Fall Calendar Lands
The lights are scheduled to come on just as the darkest stretch of the year begins, and much of the season's calendar takes place on or near Roosevelt Street.

Barrio Glassworks is a public glassblowing studio and retail gallery where visitors can watch, make their own pieces or take lessons. Its ornament sessions fill most December weekends, and sign-ups open Nov. 2. Village Faire's listing calls the tree-lighting activity schedule tentative. If you want an outdoor space without a ticket, Pine Avenue Community Center and Park at 3209 Harding St. has a community garden, playground, athletic field, gymnasium and a gathering plaza.
Parking, the Piece Still on a 2027 Clock
One Barrio improvement won't be finished this fall. The Oct. 8 update says the city added 44 parking spaces in the Village and Barrio last year. It recently added 11 more, on State Street, along Oak Avenue between Tyler Street and the railroad tracks, and near the beach. Starting in spring 2027, two projects will add 16 more spaces by converting parallel parking to diagonal or perpendicular. One is on Grand Avenue between the Tyler Street alley and Jefferson Street, and the other is on Chestnut Avenue near Pine Park.
The next date to watch is the Monroe Street Pool reopening. The city says it expects to announce that date within the next few weeks, with SDG&E gas work and County Public Health approvals still outstanding.
Lighting, parking and a rebuilt pool all affect what a Barrio block is like to walk. If you own near Roosevelt, Tyler or Monroe and want to know how this fall's changes could factor into a future sale, Graham and Kelly Levine can walk the street with you once the new lights are on.
